Committee of the Whole, September 1: virtual meeting, evacuation and technology policies go to Council
Town of Antigonish Committee of the Whole meeting, September 1, 2026, from the approved minutes.
Decided
- Virtual meeting policy recommended, as amended. The committee recommended that Council adopt the Virtual Council Meeting Policy with the reference to "Emergency" removed from Section 3, Special Meetings of Council, because the policy's two days' notice for virtual meetings would preclude emergency meetings as contemplated under the MGA. [p. 2] Emergency meetings would continue to be held in person where quorum can be achieved. [p. 2]
- Evacuation plan recommended: the committee recommended that Council adopt the Antigonish Regional Emergency Management (AREMO) Evacuation Plan. [p. 2]
- Technology use policy recommended. The committee recommended that Council adopt the Town of Antigonish Technology Use Policy. [p. 2] The Town has not had one before; several municipalities fall under Strait IT, and the Board felt establishing one proactively would be a best practice. [p. 2]
- Also approved: a letter of support for the request in the letter from the Strait Area Chiefs, Mayors and Wardens about cell service. [p. 3]
Sent back to staff
- Golf Fore Health: staff will review whether the Town enters a team in the tournament on September 11, 2026, which has a $1,200 registration fee, and the Municipal Clerk will follow up and report back to Council. [p. 2]
Also on the agenda
- Certificates of Recognition, with Council support for recognizing community members and retirees at a future Regular Council Meeting [p. 3]; the British Home Child Day (September 28) illumination request, received for information, with staff to light Town Hall in blue [p. 3]; and the International ArtsGames Committee's Global Initiative, on which Councillor McKenna suggested staff obtain more information and Mayor Cameron plans to meet virtually with a representative [p. 3].
- Councillor and committee reports: an Infrastructure Committee update on the GRID Mod Project, Active Transportation Trail, screener project, source water wells and Bay Street project [p. 3]; Pictou Antigonish Regional Library (PARL) fundraising [p. 3]; Councillor MacLellan's infrastructure concerns about a sewer servicing matter on Fairview Street [p. 4]; discussion of residential development activity and road line painting [p. 4]; and correspondence Mayor Cameron shared from the Imagination Library program and L'Arche Antigonish [p. 4].
