Who sets it, and when it changes

The price is not set by the station you buy it from, and it is not set by a politician. An independent provincial board sets it, once a week, for every seller in the province. The board is the Nova Scotia Energy Board, working under the Petroleum Products Pricing Act.
Each week the board works out a benchmark from what finished gasoline actually traded for on the New York market since the last time it set a price, converted into Canadian dollars. On top of that go a set mark-up for the wholesaler, another for the retailer, an allowance for trucking the fuel to your part of the province, and the taxes. The new price takes effect just after midnight going into Friday.
The province is split into six pricing zones, which is why a litre can cost a little more in one part of Nova Scotia than another. The difference is the cost of getting it there, not the station charging what it likes.
Prices can also move between Fridays. If the market price swings by about six cents a litre and stays there for more than a day, the board can pull what it calls the interrupter and reset the price mid-week. That is why a war or a refinery fire reaches the pumps within a day or two rather than waiting for the weekend.
